Changing the state’s philosophy towards extending the democratization of local administration systems to meet the challenges of local development is a trend that cannot be ignored in the modern era. In general, oversight is necessary in any country, no matter how different the political, economic and social systems may be, because of the protection it tries to achieve and the best possible results, and because of the protection it seeks. Iraq after 2003 and the transformation from a simple state to a federal state, consisting of a decentralized capital, regions, governorates and local administrations, in line with the 2005 constitution of the republic of iraq in article. Local authorities and stipulated granting the unorganized governorates in the region broad administrative and financial powers to run their affairs in accordance with the principle of administrative decentralization, which was the basis for this supervision. Particularly political, because there are many states that want to strengthen their power and confine the administrative function to their own hands or for fear of dividing the state into different units. Some states grant some regional autonomy to parts of the state’s territory and allow local people to manage their own affairs, with the first type of organization (administrative centralization) and the second type (administrative decentralization), which is based on the election of a council. The council, in turn, elects a president from among its members. The importance of the study stems from a belief in the importance of the job that the head of the administrative unit performs when he exercises his accompanying powers, as it is one of the topics that deserve to be highlighted, especially at the present time and the challenges that the country is going through at the level of service provision. And the dire consequences of that at the local or national level, and based on that the subject of the study is of special importance and its connection to the most important public utility, which prompted the need for cooperation and oversight from the federal authority and local bodies to provide the best facilities services, as well as the heads of administrative units they have an important impact in providing the best utility services in their administrative units. The basic approach used in this study is the analytical approach to legal texts and the comparative approach to legal texts in iraqi, french and egyptian law.
