Scholars of political communication consider satirical programs as one of the most prominent methods of political communication in reaching the public, and they stress their importance in strengthening the values of democracy and raising political effectiveness in societies. Despite their agreement on the role played by these programs, they differ about their classification; Some of them consider it an extension of the role of the press in monitoring and criticizing the authority. Therefore, it represents a different kind of press, based on the ironic style, as an alternative to the serious template. While some see it as just entertainment news aimed at entertainment and entertainment and differs from the impartial and objective journalistic template

The research aims to analyze the media discourse that the program’s authors follow in inflaming feelings of hatred by using sharp and hurtful expressions in transnational criticism of ethics and to develop a study between the hands of the national media to develop a strategy for the various media, their digital platforms and their websites on how to deal with the systematic media discourse, which is presented within a satirical comic framework This is the responsibility of the Iraqi Media Network and the Ministry of Communications to follow legal methods and professional ethics laws in condemning this type of program and reporting to YouTube about programs that threaten peaceful coexistence

Hence the aim of the research is to monitor and clarify the role of soft powers that are based on strategic plans drawn for interactive programs in passing special agendas aimed at programming minds and influencing the behavior of the recipient and thus changing the mental image of the subject targeted by these directed programs.

The researcher concluded that soft powers have long-term and short-term strategic plans to influence the recipient, as there is a significant and positive correlation between the important social networking sites adopted by the soft powers in changing the recipient’s ideas and between the method of shock and mental confusion, and there is also a significant correlation relationship There is a positive link between social networking sites and channels that threaten societal peace

The researcher also relied on the analytical descriptive approach, as this approach aims to achieve an accurate understanding and capture the realistic dimensions of phenomena and topics, through an attempt to describe and analyze the concept of soft power and the foundations and pillars upon which the soft power strategy in the media field in Iraq is based.
