The subject of this thesis is the competence of the Federal Integrity Commission in Iraq in the field of combating corruption and its compatibility with the provisions of Islamic Sharia. Corruption is one of the biggest problems facing countries, as it represents one of the basic and common manifestations of bad governance. Since Iraqi society, like other societies, suffers from corruption, the issue that occupies his mind today is the type and size of this corruption in an unprecedented degree, especially after the events of 2003 AD, despite the creation of a specialized anti-corruption body and the enactment of a special law for it and the rising voices of anti-corruption advocates From here came the search for the most effective ways to combat corruption in the light of Iraqi law and Islamic law, and to clarify the role of the Federal Integrity Commission in contributing to preventing and combating corruption based on two types of mechanisms: legal deterrence mechanisms and informational and educational preventive mechanisms, as well as a statement of the position of Islamic Sharia regarding Corruption and the corrupters, and an explanation of the worldly and the hereafter penalties that you arranged for corruption, as it is a law that is valid for every time and place. The importance of research on this subject is evident in emphasizing the greatness of Islamic solutions and the interests they achieve for Muslims, in addition to the fact that it coincided with the escalation of the Iraqi popular anger (the October uprising) due to the collapse of infrastructure, poor services, the depletion of natural and human resources and the high rates of corruption indicators. In this thesis, we will rely on two comparison models as a basic reference in the fight against corruption, namely the Islamic Sharia represented by the Book of God, the Sunnah of His Noble Prophet and the biography of the pure Ahl al-Bayt (peace be upon them), and the Iraqi law represented by the Federal Integrity and Illicit Gain Law No. 30 of 2011 AD and the Iraqi Penal Code No. 111 The study ends with an important conclusion that the Federal Integrity Commission has adopted, in order to achieve its objectives in preventing corruption, and combating it, preventive measures that are consistent with the principles of Islamic Sharia, represented in enjoining good and forbidding evil, instilling faith in the human soul, spreading morals in state institutions, and adopting principles Caring, intimidation, control, accountability and transparency.
