In essence, democracy is a practical tool for ensuring internal security and personal freedom, through which a system must be established in which the people can replace the ruling government without changing the legal principles of government, thus reducing the risk of political instability. To define a president as one of those countries that have been devastated by their rulers, the obsession of power may take steps to change the truth through the outcome of an election as a means to an end. To benefit their followers and harm the people, and this is what is unfortunately happening in the backward democracies. It is important to study elections and electoral laws, make proposals related to the most appropriate countries, and find mechanisms to monitor the health of elections (international and regional) to turn elections into serious democratic rights that enable the transfer of power. And the renewal of the political elite and the fact that they are not a position that the existing authorities use to beautify their faces and shorten democracy with some camouflaged appearances. The main purpose of the research is to confirm the importance of the integrity of the electoral process. Role in stability and people’s satisfaction with the ruling system if the election process is determined by integrity and transparency. Accordingly, the research method was based on descriptive-analytical research to find out the effect of elections on the nature of the system of government in Iraqi law and compare it with Lebanese law. Success is God.
